Review of Dec. 12, 2006 minutes:
One comment noted and minutes approved to post to the Civil Rights web page.
CR Web site update: Special thanks
to Michelle for the updates made to the site.
Being able to access the site at the same page for all is still being worked on
and success stories are still needed. Michelle will be able to replace the old
with the new. Michelle will add a link for outreach to the web site. Outreach
Report: Is the captured data helpful or do we need to capture other data? The
Chair will follow-up with Diane and compare information with Jeanne as to what
data is required by NHQ
Brown Bag Luncheon: A structure
discussion on an issue/ a small scale training opportunity during lunch. Motion
made by Rena that we go forward with this and seconded by Jeanne. Motion passed.
Chair will start some topic for use. Net meeting and other methods may be
explored as possibilities for other offices to participate and not have to
travel. Good opportunity for SEPM during their month to present some things
directly rather than using email.

Civil Rights Training: Compliance
in program delivery is scheduled for June 13, 2007. The course limit is 35
participants. Members of the committee who have not had this course and would
like to attend need to contact Mark. Who should attend was discussed. Mark will
provide Christine with a course outline and she will talk with Roylene to
clarify participants that should attend.
Business Plan: A review of goals
shows we have done very well in completing most of the goals in our plan. Areas
where we have not completed certain task but we have time to complete:
Monitoring parity- Rena will print out the parity reports from PRS and review.
If shes not able to do Massachusetts report shell let Louise know.
Outreach to underserved communities: Louise will send web link and brochure
from the NRCS Social Science Institute to all DCs for tools to assist in there
outreach efforts.
Recruitment efforts we will take this up at our next meeting.
Members are to review plan and note ideas for 08 and 09 for inclusion in the
new plan. We will start to develop the plan at the next meeting.
Mentoring Program: Michelle will
provide a proposal to the committee at the next meeting. Contacts have been made
to all the New England States. All are interested except Maine. Maine has a
mentoring program already in place. If the proposal is approved by the
committee, we will recommend it to the State Conservationists for their
consideration.
Management Directive 715: Guidance
to the Civil rights committee. A link was sent to the members. CR Committee
members should take the opportunity to read and become familiar with the
contents of MD715and GM 230. Michelle will bring at the next meeting a
highlighted version of GM 230 based on her experience of a recent CR Review.
Committee members will take turn presenting summaries of chapters MD 715 and GM
230
SEPM REPORTS:
FWPM Karen Email sent to all on the FW poster contest winner
and the poster. She will combined other information into another email. The next
national teleconference is next quarter. Shes hoping to make the annual
training session if budgets improve.

APIO Jeanne Forwarded all
vacancy announcements that came thru the system to aid in
diversity/teleconference next quarter.
BEPM Bill: Discussed the need to
make contact with liaisons of the 1890 schools. He reviewed progress items from
other states to see if we might be able to use ideas in our area. Bill has a
power point presentation ( on the role of the SEPM not the Directive 715)
AINA DON: Was not able to make
the job fair this year due to budget constraints. The contacts are important so
he has made the effort to maintain them. He had a program delivery meeting with
the Mashpee tribe to see what we (the agency) might be able to provide them. The
tribe received Federal recognition after 38 years. They are looking for land and
the building of a casino is a good possibility.
DEPM Michelle: sent emails with
information on issues on disability and forwarded vacancy announcements. She has
a teleconference planned for next week.
Diversity Day Program: Proposal #3
reviewed. Concerns on the timing of the year September is busy month/ Concerns
on the feasibility of the tours in afternoon. After discussion tours were
deleted from the program and program cut to a half day with lunch and since it
is a half day we will stay with early September to keep it in this fiscal year.
Food for the lunch will be a sampling of ethnic dishes. Detail to be work out by
Jeanne and Karen. Christine and Roylene will indicate what funding we have to
use and decide whether to make the session mandatory or not. For the Committee
and SEPM this is good opportunity to pass out all kind of handouts.
For the case study part of the program to show how cultural difference were
overcome in getting conservation on the land.- Don Liptack, Dan Lenthall and
Roylene were mentioned. Louise will follow-up on this.

at 9:30 AM.
